Administrative Law in the Age of Models

Government agencies increasingly delegate eligibility, risk scoring, and enforcement triage to statistical models. Administrative law's core guarantees, notice, reasons, and the opportunity to contest, were designed for human decisions and translate poorly to model-mediated ones. This paper maps the doctrinal gaps and proposes a review framework centered on contestability rather than explainability.
